A 58-year-old man from Brighton has been charged with failing to comply with the notification requirements of a Terrorist Notification Order, Sussex Police said on 1 October 2026. He is named by police as Abubaker Deghayes.
The force says he was charged on 1 October and appeared at Westminster Magistrates' Court the same day, where he was remanded in custody. The investigation was led by Counter Terrorism Policing South East.
A charge is not a finding of guilt. No plea has been reported, and nothing in this article suggests otherwise.

What Sussex Police says
According to the force's court result notice:
- Abubaker Deghayes, 58, of Brighton, has been charged with failure to comply with notification requirements.
- The offence is contrary to section 54 of the Counter Terrorism Act 2008.
- It relates to a breach of a Part 4 Terrorist Notification Order.
- He was charged on 1 October and appeared at Westminster Magistrates' Court that day.
- He was remanded in custody.
The notice quotes no officer or prosecutor.
What the charge means
Section 54 of the Counter Terrorism Act 2008 makes it an offence to fail, without reasonable excuse, to comply with certain notification requirements, or to give police information while knowing it is false. The full text is on legislation.gov.uk.
Brighton and Hove News, which also reported the charge, describes such orders as requiring people to update police regularly with personal information, such as addresses or plans to go abroad. Sussex Police does not describe the order in its notice.
The law sets a maximum sentence for the offence. It is the legal limit, not a prediction of what any court would decide in this case.
Background: the 2022 conviction
The Crown Prosecution Service has published the earlier case. It says Abubaker Deghayes was convicted of encouragement of terrorism, under section 1(2) of the Terrorism Act 2006, and was sentenced on 21 April 2022 to four years in custody plus one further year on licence.
Brighton and Hove News reports that he was made subject to a Terrorist Notification Order in 2022. Sussex Police does not link the two cases in its notice, and the force has not said when the alleged breach took place.
What happens next
Sussex Police has not published a date for the next hearing.
ImJustBrighton will report only what police and the courts publish, and will update this article when there is more.
What the notice does not say
The notice is short. It does not say:
- what the alleged breach was, or when it happened
- what the order required of him
- whether he has entered a plea
- when he will next appear in court
- whether anyone was put at risk
ImJustBrighton has not added anything beyond what has been published.

The government's Action Counters Terrorism campaign says you can report possible terrorist activity online, or call 0800 789 321. In an emergency, always call 999. This general guidance is not part of the Sussex Police notice.
